You could get a situation where this would not be merely discouraged but forbidden. Most cannot conceive of a serious setback like that but it is possible, particularly when you see more and more discontent with the way things are going. It makes you think back to the time of the early 1930’s when a lot of people in Germany thought it ridiculous to consider the Nazis a serious threat
