There is a growing idea that we must act more together. There is also the realisation that if we want to be a global player we need a common foreign and defence policy. I think these might make it possible. With the research nationalism, however, you see weak signals in how the debates are conducted today about research policy. The fact, for example, that the UK has decided to cut 25 percent of its overall research budget will inevitably have a boomerang effect. All actors will try to substitute what they miss by getting the money from where they can find it, but not going for a European approach but a national approach. So there are signals there.
