Please describe the Weak Signal (approx. 150 words)
They think in terms not of fortress Europe, but in terms of doing a PhD in Finland but part of it in Barcelona and then getting an appointment in Britain. So there is an increasing consensus that that is the road to research and it is very different to the thinking 20 years ago. This is encouraging, because these people know that you cannot multiply 27 initiatives, because they simply don’t think like that.
