Please describe the Wild Card (approx. 150 words)
New European/international system of Intelectual Property Rights is established. The system is based on so colled 'innovation permits'. If someone puts into the system a new invention or technology, he gains approwal (i.e. permit)to grant a free licence for another invention or technology from the system. This system proves as inspiring for development of R&D activities in companies.
